Does future torquing, of a bolt or nut, substantially undermine the effectiveness of a liquid thread locker?

I'm not really clear, on how thread lockers work. Is it merely and adhesive, keeping a nut from turning, or does it act like the nylon collar, found in one type of lock-nut?
